I own a 2009 nissan sentra i would like to know if there is a way to turn on the fog lights on with just the parking lights

Your best bet would probably be to use the lead for the parking lights off the selector switch as the power for the control circuit of the fog light relay, otherwise you're going to have to run a 12v ignition-on power to one of the control circuit pins for the fog light relay, and from the other control circuit pin run a wire to an SPST switch, and from the switch to a frame ground.
