ALL shops are crooks and swindlers! ALL OF THEM!!! If you go in with one problem, they will assess your level of automotive knowledge and charge you accordingly. Usually finding many other things "wrong" along the way. Unneeded repairs is part of the game (even at dealerships) and that's why you NEVER trust them. There should be a law against this kind of thing, but there isn't. Let me tell you a little story. A few years back, when we first moved into the area, I wanted to see if there were any reputable shops nearby. I put a blown air conditioner fuse in our perfectly working Mitsubishi Montero, then sent my wife out in a pretty little dress with her hair and make-up done, to several shops to see if they could find what was wrong. Three dealers, four chain shops, and three local places. You can guess the results. Everyone wanted to recharge or replace the A/C unit, some even said they couldn't do anything without a $200.00 a/c inpection service. IT WAS A FUSE! The first thing you should always check! Some even looked there at my wife's insistance and said it wasn't the fuse! Mind you, the guys at advance auto and O'reilley figured it out right away, but they don't have a shop to lock your car away in. So, should the belt be replaced? Yes, but only if it's very old. Then it needs to be changed for your own safety and peace of mind. The car is an 09, it's 2013... I personally change belts every four years because I am obsessive compulsive, and I do it myself, but I have also seen belts 20+ years old still spinning and flapping in the breeze.... then they break!

truly, it will as Js08016 it will in great measure depend on where you live and what is required, but usually for emmissions they really don't care about your belts I've never had to have a safety inspection, but I'm originally from AZ. In GA most places don't even have to do emissions.
