headlights wont turn on 1999 gmc sonoma

I can't figure out why my headlights won't turn on.  My fog lights turn on but not the headlights.  Any suggestions?

Same problem with 2002 GMC Sonoma. Replaced dimmer switch, checked all fuses, bulbs. Most likely ground wire issue. Will find out tomorrow when mechanic spends a few hours trying to locate the problem.
