My 84 Subaru gl starts to run hot at idol, could the cooling fan be causing this

When i am idling the temp gauge shoots way up, but after I've been driving for a minute it
starts to cool back down.  Is this possibly the cooling fan

I had a simular problem with my falcon pull the radiator out and give it a wash out ( the 2 outer sides ) not a flush or it could be blocked or you could look at the thermostat
