How do I disengage the anti theft in a 2000 Ford Windstar

The key won't turn because the anti-theft is
engaged at the light is blinking on the dash and
when the doors open is dinging

You cant. If you have a working second key you can reprogram the original key back to working order. If the door is dinging and no key in ignition the skim reader may be damaged (in lock cylinder) not reading the key.
