dodge caravan has fire fuel and air but wont run spark plugs are good thinking timing belt

plugs are wet when you pull them out they catch fire so thinking timing or something that would cause it to flood

Not that long ago I don't think we thought it was the fuel pump but changed it and still nothing

If it were the distributer cap how would I know what should I look for?
