Question type: Maintenance & Repair

is this an alignment issue or shocks/springs

Definitely need to have it checked out completely, An alignment is in order, usually get cupping on the tires when shocks are bad but they can tell you all that when you bring it in for an alignment...

Took the car to a mechanic I use who then took it to a "specialist". I was told the rear control arms had to be replaced as they cannot be adjusted to correct the problem. Had to be replaced. What do you think? Cost about $750 > 800 for the whole job including parts.

Well, I am not up on pricing on Dodge, but it sound like that is the problem. Since you know now what the problem is, maybe get some other quotes?
