Tires wall damage

Repair guy told me this was cosmetic damage I'm
worried about it would really appreciate second

I would replace it.

I agree, that has caused a weak spot in the sidewall, just doesn't look safe, a blowout is serious especially at higher speeds and that is what will eventually happen to that tire.

The damage is probably all the way to the cord.
