What kind of noise is it constant? does it get louder as you go faster? when you turn? when you break?

It could be a number of things, Hector is right in asking the question. I suggest that you check the wheel bearings, the brake rotor and the pads. Although, if it were pads it would be on both front wheels, rotors too will be wearing the same amount unless they were installed incorrectly. The other thing that comes to mind is the lower control arm or the boot.
It always make noise when driving but I was told its the inner tie rod bushing after the tire was removed
That makes a lot of sense. Good luck with the repair.
