how large a 14" tire/wheel may i put on my 1965 valiant?

Maybe a 14" by 6" wide wheel. Your stock tire size is 6.50-13 (I think) which converts to a 175/80-13. The nearest equivalent is probably a 185/70-14.

You could try going with a 195 or 205, 65 or 60 series tire. Trial fit to be sure you have clearance.
