I found out that wheel broke to the water pump and fixed it and it runs fine now.. The part house clerk told me that the 2005 deville Cadillac is programmed to reduce power or shut off before it got to hot to hopefully save the engine. is that true?

Yes it's true, in fact most cars today will reduce power or shut off an engine when they sense they are overheating and a driver has ignored warning indicators. BTW what do you mean by "wheel to water pump?" Would that be a pulley? I'm assuming the water pump wasn't operating at all then? That would cause an engine to overheat and shut down pretty quick all right.
