When is the last time it had a full tune up and or the carburetor rebuilt?

The 170 was rated at 105hp gross. Using the modern method of measurement it would be more like 60hp.

Our family car was 61 falcon with this same engine. Even when running perfectly, this car wasn't powerful! However, if it runs smoothly at idle but sputters when you give it gas, you may have a failed chamber in the muffler that is obstructing the exhaust. Try replacing the muffler.
