how to latch hood on 1987 dodge raider I am not able to do so

I am unable to close hood on my 1987 dodge raider I have had it 2 weeks

clean and lube the latch under the hood. if it has a cable release in the car it might be stuck. sometimes they wont move back and forth and the underhood latch sticks in the open position.
