How do I lower the idle on my 82 245?

It won't pass smog because the idle is too high so the timing couldn't be checked. In drive it's fine. The car revs like it's cold all the time and tapping the gas pedal doesn't make it kick down it just revs higher.

There should be a screw under the intake manifold that controls the idle.

I have a problem with NO LIGHTS on my 1987 Volvo 245 DL. When I turn the lights switch two (2) clicks the heaflights come on, but at the same time I have NO dashboard, parking, tail and licence plate lights at all ??? When I turn the light switch back one (1) click, the dashboard, parking, tail and licence plate lights come all back on. I have tried the fuses, but NO help.
