Upper control arm sits on top of frame following new coil spring installation. Is this normal until weight of engine is in?

Yes the rubber stop are installed and the tension from the spring rest on those stops. I needed to confirm that the additional weight from engine is what is missing to remove the tension off the those upper control arm stops..........Thanks for your time
