2004 Saturn ion keeps blowing 2 amp fuse

I turn the key to the run position and it blows
2 amp ignition switch fuse. I tried a 7.5 amp
fuse and it does not blow but makes dash
lights flicker. What could be the reason for
this?

Could be a defective alternator overcharging. The higher amperage fuse allows the excess juice to affect the lights and this might blow out the instrument cluster and cause additional damage; maybe even a fire.
