98 mustang wont start

I have a 1998 mustang V6 manual transmission
and it will not start. I am reading 12.3 to 12.5 volts
with everthing off. After i turn the ignition on its
still reading 12.1 to 12.3v until it trt to start the car.
I have replaced the battery and replaced and tested
the new starter. I checked the ground and power
cable leading to the starter and they are fine, and i
am getting 12v+ there until i try to start the car.
Whenever i try to start the car my voltage drops to
4 or 5 and the starter turns slowly. Help please
