Unplug both release solenoids and see if it still blows the fuse, if it does then there is a short in the wiring somewhere from the solenoids forward to the switch, the first place to look for a short is any place where the wiring is under any kind of flex during normal operation. Now if it doesn't blow a fuse then there is a shout in one of the solenoids, so connect one and see if it blows, if it does then replace that solenoid, if it doesn't disconnect that solenoid and plug in the other one and see if it blows the fuse, if it does then replace that solenoid.
