Engine stalls when put into drive, or when brakes are engaged.

I have a fully restored 1988 C3500 inside and out, brand new engine as well - but, I still have the same problem I did before the new engine was installed - it stalls.  If I attempt to drive it before the engine is at running temperature, the moment I put it in drive and step on the gas, it stalls.  Also, even when the engine is warm, when I step on the gas (when pulling away from a light, for example), the engine hesitates.  Sometimes it stalls, other times it corrects itself.  The engine idles just fine, however, once in a while it will lope during idle - but rarely.  I just put on new spark plugs & wires, new rotor assembly - the air cleaner isn't clogged, new air filter...Grrrr!  What is wrong with this thing? Vacuum leak?
