I replaced my fan clutch twice and it still
makes a howling noise, won't disengage.

Yes, Scan again for the 4 digit code. Howling much be something else if it didn't go away when you put on a replacement.
Did you ever figure this out? I have a 2006 Ford Explorer, and I have replaced my fan clutch, and my blower motor is working just fine. But, I still have that Howl or Wooo sound happening. Makes this noise after sitting at an idle, then accelerating when the AC is on. Affecting my gas mileage as well. I have been dealing with this problem for over a year, any help would be greatly appreciated. Thanks!
