Chevy 96 brake lights dont work when ignition turned on..

Hi everyone I have a Chevy 96 1500 pickup brake lights don't work when
ignition turned on. The brake lights work fine when the truck is in off but
when you put it in accessory mode or run they work for about 10-15 pumps
of the brake then they will go off then after a long time they will reset and
will work. but the brake lights always work fine when the ignition is turn off.

I have tested everything I could think of and the only thing I could find is
that on the white wire from the blinker assembly when everything is working
the voltage drop is 0 but when it stop working it has almost 2 volts.

I have changed the turn signal assembly and the brake switch and ignition

any ideas on a new path to check?
