99 suburban 4wd issues

I have a 99 suburban k2500 that will not shift into 4
wheel drive. When I press the switch into 4hi it will
only blink nothing else happens. But when I press
4lo it will go into low range but the front wheels will
not engage and the switch light will continue to
blink. I just recently replaced the front axle actuator  
but it did not help. The switch is also only about a
year old so I wouldn't think that the switch was the
issue. I have no clue what to test or where to go
from here I would definitely appreciate any ideas or
possible fixes for this issue.
