I have a 1999 Chevrolet Blazer How do I stop the heat from coming out on the floor boards?

When driving the blazer and no heat/ac is turned on, I find that heat is coming out down by the floorboard. It gets extremely warm in the summer time and then I have to turn the a/c on to cool off the vehicle. Heater works great, just can't get it to stop!!!! Sometimes I notice that when I have nothing on and I shut off the blazer, it sounds like the blower is running. What is wrong with this please???
