Hard To Start - 2005 Dodge Ram 1500 with 5.7

My 2005 Dodge Ram 1500, 5.7, 2wd, is extremely hard to start, when hot or cold.
Known issue, the fuel pressure quickly, 60 seconds, drops from 60psi to 10 psi when the truck is turned off. I thought leaking fuel injector but mechanic says the plugs looked perfect so he said that was not the issue. So far the truck has had 16 new spark plugs, 8 new MSD street fire coils, new fuel pump, new crank sensor, air temp intake sensor, new battery. I also removed the throttle body and thoroughly cleaned it with a soft toothbrush and TB cleaner. Cleaning the throttle body mad a noticeable improvement in the running, but not the starting. I have also ran 5 different gas additives, seafoam, etc., with the last 5 (1/2) tanks of fuel.  I am also running Shell 93 octane fuel. My fuel mileage is around 10.5 -12.5  mpg on average.

The mechanic wants to change the valve springs, which makes no sense to me. I know they have failure issues but I can't understand how (if)weak springs could effect the cranking.
