shutter on downshift coming to stop

Question type: Maintenance & Repair

Coming up to a stop (at times) at about 15mph and going down there is a shutter followed by some hard downshifting.  This is intermittent and doesn't always happen.

one of your smog control devices is being naughty. pull your trouble codes to find out which one. I'm suspecting the EGR....but always distrust the EGR....like givin yourself a 'dutch oven'~
