what rpm should the tachometer read at 70 mph

i'm checking to see if the Cherokee is shifting into fifth gear, it feels like its not

Mine ran at 1750 at 70. Anything faster than that and the fuel mileage started dropping off, so that was as fast as I was willing to go under normal conditions.
