Overheating

97 monte carlo is blowing out cold air and starts to
overheat then all the sudden starts to blow hot air and
temp goes down

make sure coolant is topped off , if the gauge goes up and down it may be the thermostat , if it gets hot right away it may be a blown head gasket , is there goop under the oil fill cap ,? is the exhaust white ?
