your dodge has a CCD Bus network that the computers all talk to each other on and if this is corrupt or open or shorted to ground or power it will not let them talk and will not let it start either the instrument cluster Is the body module for the vehicle and also the main terminating resistance for the bus ....some times the modules will lock up or as we called it get stupid ...you can try removing the instrument cluster and unplug it and then plug it back in and see if it will wake it up if this doesn't do it then you will need to measure for voltage (12 volts) and check your grounds and for bus voltage (4.2 to 5.0 volts ) remember to have key off when unplugging and plugging in any module
