Import Supra as show and display to the US

I'm looking to import a Toyota Supra from Japan to
the US, the car is older than 21 years old but hasn't
met the 25 year mark (and won't for another 3-4
years). I've read the exception list for the NHTSA,
where it states that only the '94 Supra is not
allowed for import.
How hard would it be to import the car as a "show
and display" vehicle? What would be the
process/modifications needed (also the cost)?
Would it also be possible to import it with a show
and display title and after it becomes 25 years old
would I be able to change the title to a regular one
that the 25 year cars would have?
