What makes a 2008 grand marquis speedometer jump

There's no speedometer cable. It's most likely the wiring going to the instrument cluster. There's a known issue with this. The wiring going to the cluster gets pinched and causes problems. The steering column has to come out to fix it. HTH. -Jim
