How to unlock my front brakes?/would that cause me to not be able to move in drive?

So I went in reverse out of a parking space in my chevy cav 04 4dr. When I
went to put it in drive it shifted into drive but would not let me go, its the same
with all the gears now including reverse. I also tried to put in neutral to push it
back into the space and it seems like my front tires are locked up. I am not
sure if it's the brakes or when I popped my hood I saw a hard black cable
coming from the engine not plugged into anything and the end piece looked
broken. I think I see where it plugs in but would that cause the tires to lock up
as well and not being able to go in gear or should I assume it's 2 separate
issues?
