what causes 1993 econoline van to idle high all the time?

Question type: Maintenance & Repair

start the thing and it idles at 1200 rpm or more. transmission jolts when changing into drive or reverse.. step on
gas hard and fast to dis engage the chock and it sounds like it getting no gas. any ideas where to trouble shoot
this?

can i test the throttle position sensor? or clean it? where it located? no check engine on.
