Possible fuelpump running when key is in on position but engine is off.

It sounds like a fuel pump running when the key is in the ignition but the engine is off?  The sound is from the rear passenger side I think?

The fuel pump is supposed to run with the key in the ON position; this is to build up fuel pressure prior to starting the engine.
