Just had brakes put on and I can feel and hear this bulking sound under my feet. What can that be

Not to nitpick your question but what exactly does a "bulking sound" sound like? If a shop performed the work and you notice something amiss, take it back and let them at least identify the problem and correct it.

It could be that they left something loose, hopefully it wasn't athewheel lugs. Take it back

I am assuming you mean like a thunking sound, if they are disc brakes, its the calipers or the pads are not secure most likely. Does the car stop safely? If so, take it to the nearest tire shop, so they can diagnose the problem. I would not continue to drive the car without investigating the issue, serious damage may occur.
