Power Steering cuts in and out while driving. Sometimes the lights flicker

I have a 2010 Mazda Tribute. Lately while driving speeds from 5km to 110 km
my power steering comes and goes. Sometimes the lights flicker or you hear
like a quiet beep. My mechanic has no idea what the issue is and says it
doesn't fall under the old re-call that was issued years ago. Has anyone else
experienced this problem?

Sounds like a loose belt. It's not turning the power steering or alternator fast enough.
