Engine temp goes to hot when idle for over 5 minutes, faster if air is on

Both fans are functioning normally. Temp gauge is working normally. Runs
normal temp range while driving. If in traffic for very long, engine temp climbs
to red.  If air turned off, and  moving forward at normal speeds, temp will return
to normal. Radiator fluid at normal levels. However, in idle, the temp will
gradually climb to red zone, without the air on.  Is it the thermostat?

Sounds like you have a restricted cooling system, most likely the radiator. Had a T-Bird that was that way, as long as you were moving it was fine, but get into town stop and go and it would almost hit redline on the gauge, replaced the radiator no more problem.
