1999 dodge stratus 2.4L DOHC Timing belt will not allow cams to line up correctly!

What are we getting wrong here? For one it takes all of 2 mens' strength to
put the timing belt on the tentioner. Checked the belt size and its a brand
new tentioner. Main issue though is that after 8 attempts at lining everything
up and wearing ourselves out putting the dang belt on the cam marks are off
by 1-3 teeth. We have been trying to get this thing together for a week and a
half and have gotten nowhere.
