1999 Dodge Neon shutting off while driving.

My 1999 Dodge Neon (not an srt-4) is usually reliable but I have had two times this past week where it has proven other wise. Some advice, or an answer would be greatly appreciated.
First Problem,
My car engine shut off while driving, and I lost the ability to turn my car. BUT, the radio, and heater were still working. I brought it back home later that night with no problems.
Second Problem,
My car died 5 or 6 times while driving home, but I still had the ability to turn my car. The radio and heater shut off this time too.

I brought it to an O'Reilys auto parts store near me for their free battery, alternator, and starter test. I was told by an employee that all three were still good. The battery was apparently last changed in November of 2017.

I am however, late for my cars oil change, but I did put in 2 quarts of oil about a month ago; and I don't think that is the cause of my main problem. I did clean the battery with baking soda, water, and I scrub it with a copper wire brush. It starts but it is stuttering when I start it, and almost sounds like the battery is dead, but according to that employee everything is good. But their was no build up to this problem unlike every other time with my battery.
