Malfunctioning Speedometer

My speedometer was going from reading normally to reading approx. half of my
actual speed.  The problem continued until the car was shut off and restarted.
Now it's all the time. I'm stumped, my mechanic said it doesn't throw a code so
now I don't even know where to start.

I'd suspect the vehicle speed sensor or the instrument cluster itself. Hope that helps! Jim
