should I buy a 2008 kia with 15400. miles on it for a first car

Check the do not buy used car list if it's still up, you will find Kia as one of those cars to never buy used, help save your pocket book, if your wanting a Asian import look at Honda or Toyota, even used these seem to be quality vehicles as far as drive train goes, as with any used vehicle take it to a shop that does used car checks, it is money well spent and can prevent you from buying someone's else's headache.
