Fuse dont stay in socket

Okay so I just bought a 96 Cadillac DeVille after I
bought it as soon as I started driving it I noticed
the front cigarette lighter doesn't work so I go and I
look at the fuse box and it's supposed to be the
second one on the top to the right and I put try to
put a fuse in because there wasn't a fuse to begin
with and it doesn't stay in place just you know like
me most fuses when you put it in it snug this one it
wobbles and like if I was to hit a bump it would fall
out so I looked at the other fuses that the other
fuse sockets and I noticed that the one that goes
to the cigarette lighter is missing a little bitty metal
piece that goes in there that I guess maybe it
keeps its nugger keeps a tight or whatever but the
one to the cigarette lighter doesn't have one
anybody have any suggestions on how I can fix it
