What's the meaning of "active seat belts" on my 1987 Mercury Grand Marquis

The 4th digit of my vehicle identification number is "B" which stands for "Active Seat Belts" acc. to the VIN breakdown. What does "active" mean here ? Is my vehicle equipped with a special safety restraint system or what's special with the OEM seat belts and how can I check if the seat belts are working properly ?
