Can i use the ignition switch box to start a 2003 ford windstar that has a removed key ignition switch?

Recently bought 2003 ford windstar. The
previous owner lost the key. They removed
the key ignition switch and damaged the
housing. I removed the ignition switch box
off bottom of steering colomn. Know on
older vehicles you could start them with the
box. When i try on this van just get a click. Is
this because of anti theft or could it be
something else preventing it from turning
over?
