If I can’t sell my car privately why I’m I here
why can he only buy from the dealer?

There is nothing stopping you from selling a car directly to someone else. If the buyer does not have money they are wasting your time.
Jason, If you read the message again, it says since the DMV closed. There are some states that the DMV's are shut down due to Covid19. Plenty of states in the North east yet.
You may be able to do DMV paperwork online. You can in my state. You can also check with AAA to see if they still do DMV services.
He said he’s has figured out a way now it’s just going to take sometime thank you all for the feedback.
If a buyer wants to come see the car to make sure things are as they should be and then wants to take the car that day. Can he pay me on the spot with the app? But he’s gonna need to register and insure it before he can leave with it. Can that be handled through the app? To me this need to be done before he comes. Because he’s traveling from Baltimore and I’m in Brooklyn NY. We’re is there more detailed info on this.
