Whirling / Spinning noise from front wheels at low speeds

My vehicle is making a whirling/spinning noise at low speeds (30 mph and
lower is when it is most noticeable) and when applying the breaks.  It
almost just sounds like the tires are very loud and noticeable in the cabin
while driving at those low speeds.

I recently had both the front cv axles replaced and also recently had the
tires rotated.  Upon rotation they said the tires still had good tread left and
were wearing evenly.

I have a video of the sound but not sure how to share it on here.

Does anyone have any ideas on what it could be?
