How do I register to buy a car on car gurus

I am trying to buy a car on Car Gurus.  We have negotiated a price.  The
seller said that the car is not paid off,  When I send the money he will pay it
off and get the title.  I tried to initiate payment and get this response:We can't
help with this purchase at this time

This might be because:

We're unable to link your bank account or you're looking to finance
We're unable to verify your ID
Your state doesn't allow an electronic Bill of Sale

You can still continue to negotiate with vincent.

Never turn over any money until you have the title in your hand. If the bank has the title, perform the sale in the sellers bank or lenders office, so have a bill of sale and the bank can mail you the title later .
