Whenever starting 2009 Kia Rondo, it starts with AC running, even if car is turned off without AC on. Also, when starting in the cold, the Radio will not power on until the car warms up.

If you read your manual, it will tell you that your AC system is always on when you have the selector set to any defrost setting, this is to draw moisture out of the air and clear your windshield better. You can turn this feature off by pressing and holding the recirculation button for a few seconds. But, even though you've disabled that feature, every time you turn on the car and your selector is in a defrost position, the AC will still turn on every time, but you now have the option of turning it off.
