Can anyone tell me where and how to replace a
fuel pressure regulator in my 98 Chevy Blazer??

Yes, and your not going to want to do that if you plan on keeping the vehicle. It is recommended to replace the whole spider injection assembly as these early ones have nothing but problems, and the new spider injection has be re-designed. But anyway it is under the plenum on the Fuel Injection Fuel Distributor where all the lines connect too.
