If I don't have to worry about emissions on a 95
Celica can I plug up the pcv hose can I just cap both
ends

You could but you'd be putting your engine at risk of blown gaskets and/or valve leak.

There'd be no problem as far as pressure but you could end up with oil blowing into your engine bay.

you could, BUT excessive pressure in the valve cover is an indication of blow-by, most likely engine issue
