How do I fix peeling coating on bumpers?

I have a VW Golf Sportswagon. The plastic coating on my front and rear
bumpers is bubbling up and falling off.   
Not sure how to go about getting it repaired.

The actual structural bumper is the steel assembly under that plastic cover. If the cover is failing, you should have it replaced. If it's just surface damage, you can resurface the plastic and paint it for aesthetic appeal.
